Traffic Cameras: Notice of Liability
According to Codified Ordinance Chapter 315, this program establishes a financial responsibility for the registered owner of a vehicle if the operator fails to adhere to the posted speed limit in school zones, streets, or highways, as well as for disregarding traffic control devices within the Village of Monroeville. It is important to note that no points will be added to your driver's license, and these infractions will not be reported to the Ohio Bureau of Motor Vehicles or your insurance provider.

If you receive a notice of liability, you may elect to do one of the following:
(1) Pay the civil penalty within 45 days of the mailing date, thereby waiving the opportunity to contest the alleged violation. You will not receive points on your driver's license, and this is not reported to the Ohio Bureau of Motor Vehicles or to your insurance company. See payment options below.
(2) Provide an Affidavit of Defense to the Village of Monroeville within 45 days of the mailing of the notice. Affidavits, along with any police reports, can be sent to the Monroeville Police Department, P.O. Box 85, Monroeville, OH 44847. The affidavit must raise one of the following defenses:
- Designated party: Another person was operating the vehicle at the time of the violation. The registered owner must identify that person as a designated party who may be held liable for the violation.
- Stolen vehicle or license plates: The motor vehicle or the license plates were stolen and were not under the control or possession of the owner at the time of the violation, or were in the care, custody, and control of some person who did not have the owner's permission to use the motor vehicle.
- Leased or rented vehicle: The vehicle was being leased/rented at the time of the violation. The motor vehicle leasing/renting dealer shall submit a statement notifying the Village of Monroeville of the name and address of the lessee/renter of the motor vehicle at the time of the violation.
- Commercial vehicle: If the vehicle involved in the violation is a commercial motor vehicle and the citation is issued to a corporate entity, an agent of the corporate entity must provide the Village of Monroeville with the name and address of the employee who was operating the motor vehicle at the time of the violation.
(3) Provide notice to the Village of Monroeville, within 45 days of the mailing of the notice, stating that you wish to contest the alleged violation. You have the right to contest an alleged violation at a civil hearing. It is recommended that you review the local ordinance and photographic evidence of the infraction to determine if you have a valid defense. If you choose not to request a hearing, a civil complaint will be filed against the registered owner of the vehicle. Hearing requests can be sent to the Monroeville Police Department, P.O. Box 85, Monroeville, OH. 44847.
Failure to act on the notice of liability will result in a civil complaint being filed against the registered owner of the vehicle.
